  1. There may be hereby created the Governor’s Workforce Cupboard (the “Cupboard”), which shall advise the Governor on points relating to workforce improvement and profession training in Arkansas.
  1. There may be hereby created the Governor’s Chief Workforce Officer (“CWO”), who shall be appointed by the Governor, and who shall serve on the pleasure of the Governor.
  1. The CWO shall coordinate, handle, and direct the Governor’s workforce improvement insurance policies and profession training technique for the State of Arkansas.
  1. The CWO shall function chairman of the Cupboard.
  1. The CWO shall undertake extra duties as assigned by the Governor.
  1. The Governor shall appoint the members of the Cupboard all of whom shall serve on the pleasure of the Governor.  The Cupboard shall be composed of:
  1. The Secretary of the Division of Commerce, or his designee;
  1. The Secretary of the Division of Corrections, or his designee;
  1. The Secretary of the Division of Training, or his designee;
  1. The Secretary of the Division of Human Providers, or her designee;
  1. The Secretary of the Division of Labor and Licensing, or his designee; and
  1. The Secretary of the Division of Veterans Affairs, or his designee.
  1. The Cupboard shall have the next duties:
  1. To collaborate below the route of the CWO to handle, coordinate, and prioritize all workforce income streams and investments throughout state authorities;
  1. To have interaction with the CWO in managing, coordinating, and prioritizing workforce improvement and profession training.
  1. To optimize Arkansas’ return on funding by:
  1. Reviewing the companies and use of funds and sources below relevant state and federal applications to find out whether or not the state is maximizing desired outcomes for the state’s workforce;
  1. Advising the Governor on strategies of coordinating the companies and use of funds and sources in keeping with the legal guidelines and laws governing related state and federal applications.

  1. Strengthening Arkansas’ operational effectivity by integrating state and federal sources;
  1. Simplifying the processes and eradicating pointless boundaries for Arkansans to entry workforce training and coaching; and
  1. Offering strategic alignment for state companies and organizations driving workforce, training, and financial improvement.
  1. To organize and suggest a data-driven strategic plan to perform the objectives outlined in Paragraph 4 of this Government Order, and to ship this strategic plan to the Governor by October 1, 2023.
  1. To observe, direct, implement, and consider the effectiveness of the strategic plan, leveraging high-quality state knowledge and material specialists and offering common updates to the Governor.
  1. On the route of the Governor, to create working teams to help within the strategic plan and mission of this Government Order, which can be comprised of:
  1. Enterprise and neighborhood leaders;
